The exchange rate between two currencies, neither of which is the official currency in the country where the exchange rate is quoted. Cross rates allow you to bypass converting currencies into a “base currency” (such as the USD).
Example: A trader in the U.S. quotes the exchange rate between the euro and the Japanese yen (EUR/JPY), even though the U.S. uses the dollar.
